SEHER Legal Aid Program created so much space for vulnerable and needy communities to address their issue particularly the cases of violence and conflicts in the court of Law. The lengthy procedural issues of judiciary put a great number of people helpless. IN the face of such a situation UNDP conceptualized an intervention with the Government of Balochistan to reinforce implementation of ordinance 200
1 that integrates Alternate Dispute Resolution (ADR) through Musalihati Anjuman.
This conceptualization pave the way for SEHER to negotiate and make partnership with UNDP-PPU-GTMAP and Balochistan Local Government Department to play its role in enabling the union council to resolve the related issues at their Union Council level. The intervention met dual objectives of SEHER, on one hand it provided ample opportunity of reaching to hundreds of Union Councils and enabling the UC's duty bearers and Musalhiat e Anjman (MA) for ensuring Gender Justice in their respective vicinities through ADR and on the other hand it contributed in lessoning the heavy burden of Legal cases on SEHER Legal Empowerment.
Formation of MASS / MAJA Consortium
UNDP/PPU-GJTMAP formally called SEHER, Tehreeq and Aurat Foundation for formation of consortium of all three organization to implement Gender Justice Project and provide their key person names as member of Musalihat Anjuman support service (MASS) at provincial level, who cold become member of provincial steering committee chaired by secretary Local Government and names of member of Musalihat Anjuman Justice Advocate (MAJA) at district level. Meeting is enabled on formation of consortium of all three mentioned above organization and names were suggested for MASS and MAJA members.
Notification of MASS and MAJA
Local Government Department, Government of Balochistan has formally notified the members of MASS and MAJA names through a notification and from SEHER side its executive directory Mr. Abdul Wadood is notified as MASS member and its coordinator Mr. Waseem Kamran as MAJA member.
TOT on Gender Justice
UNDP/NPU-GJTMAP organized TOT in Peshawar for its all four provinces partners, to be able to deliver the trainings/awareness sessions/orientation effectively. SEHER Senior staff member deeply went through this 5 years long training. By the end of training SEHER team was able to transfer its learning to its other staff who would be directly involved in the implementation of the Gender Justice Through Musalihat e Anjuman Project.
TOT of GJTMAP Staff:
A combined TOT training was organized by all the consortium senior staff, who have participated in Peshawar’s TOT for the respective staff of each organization, who would be directly implementing the GJTMAP. Very deliberately some of the participants from different UCs (Nasims, Naib Nazims and Insaf committee members) were made part of this training, so the real question could be asked by the participants and the answers could able GJTMAP teams in future in their trainings. All staff/trainers went through 5 days rigorous session and by the end of training they were able to suggest some of refinement in the module according to the social context.
Launching Ceremonies at Zarghoon and Chiltan Town
Administratively Quetta District is divided into tow Towns i.e. Zarghoon Town and Chiltan Town, which has 37 Union Councils and Chiltan Town which has 30 Union Councils. SEHER along with UNDP/PPU-GJTMAP teams conducted two inclusive launching ceremonies in both Zarghoon and Chiltan Towns separately. In both the ceremonies apart from Nazim and Naib Nazim almost all the Insaf committee members have participated. They were exposed with the conceptual framework of the project. Participants appreciated the concept and strategy of the project but shared the following findings.
- They were absolutely unaware of the fact that legally they are bound to form their Musalihat E Anjuman Committee, Hence non of the Union councils has Musalihat Anjuman committee. Even in most of the UCs ICs were not formed.
- Non of the Insaf Committee has ever conducted their meeting, went through their function and had idea about MAs.
- Almost all the UCs requested that they need support in formation of their respective MAs.
Formation of Musalihat Anjuman
Formation of Musalihat Anjuman was challenging, tedious and complex phenomenon, however SEHER dealt with the challenge and did the following activities in this regard.
Consensus Building meetings for formation of MAs:
SEHER along with concerned UC Nazims, Naib Nazims and member of ICs held number of consensus building meeting (CBM) in each UC of all the selected 5 districts of Balochistan and encouraged people to nominate people according to the prescribed criteria. In CBMs it is explained that IC of the concerned UC will select 3 members out of the nominated people and formally notified it to the secretary Local Board, Government of Balochistan. In some meeting people nominated some of the people for potential member of MA, while vast majority later on sent their nominated list of SEHER/PPU.
Notifying the member of MAs by ICs:
Once ICs had nominated from the people for MA members, they held their meeting and short listed nominated members and selected their MA three member (out of which one convener and one women was mandatory) and formally send their notification to the secretary Local Board.
ICs made their best efforts for not only meeting criteria for MAs but inclusion of women in the MAs as in a tribal society it was really a difficult task but they did this difficult task. It was long way to achieve the objective of formation of Musalihat Anjuman in all UCs of the selected five district of Gender Justice. The following table may make it clearer:

Training of MAs, ICs:
Three days training consisting of two days module on gender and violence and one day legal literacy were imparted to all MAs, ICs members, Nazims, Naib Nazim and Secretary Union councils in all five districts of the Gender Justice Project selected districts. Training was designed in very participatory and interactive manner, where brainstorming, group work, skits and supervise readings were part of the training, which on one hand deeply involving the participants and on the other hand making them realize, how people take the violence against women for granted and in the camouflage of culture and tradition.
Training was also focusing the international conventions (CEDAW, UDHR, CRC), Pakistan constitutional framework depicting the basic human rights and enteric perspective of the woman right which was really making the participants realize that they one to women for having a violence free home/society. Last but not least session on record keeping and role of MAs in documenting the decisions were very much liked by the participants as they shared that past people who were part of such dispute resolution (even there were some of people existing MAs who were already involved informally in their areas in dispute resolution) never made its documentation and record which sometime really because problems. It was never onetime 3 days training, after training always follow up visits were paid and on spot training/help is extended to these MAs/ICs. Apart from follow up visits and on spot training there were also separate refresher trainings on Gender, violence and legal literacy as well as on documentation and record keeping.
As strategy for training was cluster approach, all these MAs/ICs were kept in one cluster which could reach to a joint training venue, however it was decided that more than 4 MAs should not be kept in one training cluster, because number of trainer would be unmanageable in terms of quality training, even 36 trainers of 4 MAs itself is big number for training, following table depict number of trainings:

Awareness Raising Efforts
It is also about access to MAs for ADR, which is impossible if they also do not know about active Musalihat Anjuman in their UC playing their role in conflict resolution. Therefore, a strategy is devised for creating and spreading awareness at all level so needy and vulnerable segment of society could easily approach MAs for their conflict resolution and violence against women cases. In this regard following awareness raising activities are done under Gender Justice Project etc:
Orientation/Awareness Raising Session with Judiciary and Police
Judiciary, particularly district session courts judges and police are very important to be taken on board to strengthen the role of MAs. As under the Local Government Ordinance 2001 around 11 areas/conflicts are legally given to the MAs power of jurisdiction, hence it was necessary to share the progress of the MAs of the respective district with respective district’s judges and police authorities. In this regard quarterly sharing meetings were held with all 5 districts judges and IG/DPOs. It takes a long but eventually judges and police stations states referring the relevant cases to respective MAs to solve and/or resolve the conflicts/violence cases. In this regard the following cases have been referred by the courts and Police stations to MAs:
Orientation/Awareness raising session at villages level & educational institutes:
Two very important sources i.e. ordinary person at village level and children adolescent and youth at educational level are very crucial, if they are rigorously focused would ensure the desired results. Because these both category means reaching to each household, Hence SEHER pursued this strategy and reached out to thousands of villages and hundreds of educational institutional in all five districts. Following table may show the efforts in this regard:
Middle to Degree college and technical/professional colleges are taken into account for awareness creation. These students were made responsible to take the promotional material of MAs to their homes and hold a session with their own family, If possible to other relatives and neighbours.
Usage of Promotional Material for Awareness:
Apart from physical efforts for awareness raising, promotional material i.e. brochures, panaflaxes, posters, booklets are published and disseminated widely in all concerned UCs/villages one of the important tool for promoting the MAs role, function and method of approaching them is done very huge (2X7 ft) board and it is pasted on outside wall of each union council, os it could attract the attention of every one who either passes through that way and/or contact UC office for any of his/her need such as birth registration, ID form verification and/or civic facilities problem. Following table may show the quantum and efforts in this regard.
Conflict Resolution Status by MAs:
The whole efforts are/were meant to the intention that MAs should be able to play very active role and solve/resole the disputes, particularly violence against women cases in their respective UCs so the incidences of violence against women could be minimized, if not stopped. Various intervention of the project, particularly trainings, follow-up and refresher trainings really enabled the MAs, not only to solve/resolve the conflicts in their vicinities but also properly document . The following table reflects that how much MAs are actively working their areas:
Provision of Required Stationary, Furniture and Fixture to MAs:
One of the important aspects of the whole project of Gender Justice was to ensure appropriate documentation, safe and secure environment for the survivor of the violence and ensuring priority of the cases. Hence, required stationary, furniture and fixture to each MA/UC to ensure the mentioned above desired results. Following are the details of item provided to the MA/UCs:
